LETTERS: Why wait?

Forbes.com reported on Friday that KMT presidential candidate Ma Ying-jeou (ñRÓ¢¾Å) promised to raise military spending to 3 percent of the central government's budget "if he is elected president" (www.forbes.com/ afxnewslimited/feeds/afx/2007/11/23/afx4367844.html).

But if raising the military budget is a good idea, as Ma seems to think, why wait? Why does he not instruct KMT lawmakers to vote for the sensible military budgets that have long been pending in the legislature, instead of opposing them or approving them only in part?
